Jacques Picotte

PCMNO Councilor for Region 3

MNO Region 3 – PCMNO Representative

Elected Councilor for Region 3 with the Provisional Council of the Métis Nation of Ontario (PCMNO), Jacques Picotte has been involved with the MNO since the late 1990s holding various roles ranging from Regional Youth Representative to Community Council President.

As Region 3 Councilor, Jacques believes comprehensive consultation with Region 3 communities is a priority. He places significant value on the relationship between communities and their traditional land, and will work with industry partners to ensure that both the environment and Métis rights are protected. As the MNO continues down its path towards self-government and constitution building, Jacques believes we are at a critical point in Métis history and will work hard to ensure Métis rights are advanced and respected. The wellbeing of his community is paramount, and as Councilor he promises to use his voice to ensure that these communities are well served and have access to the necessary programs and services.

Jacques Picotte traces his ancestry to Rainy River/Lake of the Woods/Treaty 3 Historic Métis Community and the Abitibi Inland Historic Métis Community. He is a proud father of three children raised in Métis ways, culture, traditions, and language. Much of his time is spent on the land living the way of life, trapping, harvesting and sharing traditional knowledge.

MNO Region 3 – Regional Manager Abitibi Inland Métis Community

Lynne is the Regional Manager for Region 3 – Abitibi Inland Métis Community and has been working for the MNO Since May 1995 holding various positions ranging from front line work to management.

As Regional Manager, Lynne plays critical role linking the voices of the Métis Community to the actions undertaken by the Region and the MNO Secretariat as they relate to self-government and the activities within the Abitibi Inland Métis Community.  She plays a key role on the leadership team of the MNO, working collaboratively with other Regional Managers to support the achievement of the broader strategic goals and objectives of the MNO and Region 3 as a whole.  This includes the management of certain aspects of the day-to-day operations of the branch and the Abitibi Inland Métis Community such as managing staff, finances, contracts, ensuring the mitigation of risk to the organization and maintaining the integrity of the organization.

Lynne Picotte traces her ancestry to Abitibi Inland Historic Métis Community and the Rainy River / Lake of the Woods / Treaty 3 Historic Métis Community.  She was raised in Métis ways, culture, traditions and language.  Much of her time on her off-grid property is spent on the land living the way of life, harvesting and sharing traditional knowledge.

Andy Lefebvre

Captain of the Hunt

MNO Region 3 – Captain of the Hunt

Andy has provided support for Métis Harvesters in the Abitibi Inland Métis Community for 20 years. His understanding of Harvesting issues allows him to provide sound, practical advice on various topics that Métis harvesters may bring to his attention.

An avid outdoorsman, Andy spends his leisure time at camp harvesting moose, deer and a variety of fish. This passion for the outdoors allows him to connect on a personal level with Metis Harvesters while fulfilling his duties as the MNO’s Region 3 Captain of the Hunt.

Andy brings two decades of experience in the Metis Nation of Ontario’s public service. He has served in various capacity throughout his tenure with the MNO. From Business Information Officer, Community Relations Coordinator to Mineral Development Advisor.

Chapleau Métis Council

The Chapleau Métis Community Council had been in existence since 2004 and oversees the Métis Community from:

  • North West to Missanabie
  • South to the southern tip of Megisan Lake
  • East to a 5 km eastern radius outside of Sultan

The Chapleau Métis Council represents their citizens at the local level by working with the MNO and the Region 3 Regional Consultation Committee in negotiating agreements, providing services, programs and also represents their citizens by ensuring that governments do not violate their constitutional rights or laws, such as health, harvesting and human rights, etc.

The CMC offers a variety of programming, services and events through-out the year.  Some of these consist of:

  • Access to food security supplies
  • Social Gatherings events for example, fish fry
  • Annual General Meetings
  • Council board meetings
  • Available for inquiries in regards to citizenships and Harvesting applications

Our council consists of a President, a Senator, Chairperson, 3 Councilors, and a Youth Representative.

All Council members have been part of this community for many years, and are very dedicated to helping our citizens.

We provide zoom workshops, pantry and food cards, accommodate group circle meetings by APANO, assist the MNO with various functions and other functions like BBQs, provide canopies and tents to Metis Citizens for events.

Temiskaming Métis Council

The Temiskaming Métis Community Council (TMCC) oversees the Métis community from:

  • North – Kirkland Lake
  • South – Temagami
  • West – Matachewan
  • East – Québec Border

Temiskaming Council represents their citizens at the local level by working with the MNO in negotiating agreements, providing services, programs, and also represents their citizens by ensuring that governments do not violate their constitutional rights or laws, such as, health, harvesting, and human rights, etc.

In addition, we organize Monthly and Annual General meetings; provide information regarding MNO programs and services; share information with Métis and non-Métis Citizens regarding cultural events and activities; organize activities and events for the Métis community; maintain the Métis Citizenship list; promote the visibility of MNO and TMCC to the communities; build strong relationships with non-profit organizations; partner with French and English schools; provide sponsorship to charitable and local organizations, etc.

We provide support to the Métis Community and MNO while continuously promoting the Métis way of life!.

The MNO-Timmins Council offers a variety of workshops and programming through-out the year. of these include:

  • Social Gathering Events (winter/summer gathering, summer culture day camp etc.)
  • Workshops (traditional mitt & moccasin making, beading, dot art, healing blanket teaching, etc.)
  • Access to a food security supply. (traditional meat, fish, grocery support)
  • National Indigenous People’s Day – Active in the planning and execution of the National Celebration of Indigenous day in Timmins. Council works in tandem with other local indigenous organizations.
  • Council maintains a network of services provider in the Timmins Area to provide information and referrals.
  • Available for inquiries regarding the navigation of the Citizenship/Harvesting applications.
  • Provide information on current training/learning opportunities.
  • Provide Newsletter informing citizens with updates and upcoming events.
  • School outreach: traditional teachings, culture, Louis Riel celebration.
  • MNO-Timmins Council collaborates with programs for delivering a variety of events.
